Conservation and livelihood outcomes of payment for ecosystem services in the Ecuadorian Andes_ What is the potential for ‘win–win’?
نویسندگان
چکیده
Payment for ecosystem services programs are being implemented in a wide variety of settings, but whether and in what contexts such programs present ‘win–win’ scenarios that simultaneously improve human wellbeing and achieve conservation goals remains poorly understood. Based on semi-structured interviews with early program participants enrolling either collectivelyor individually-held land, we evaluated whether and how SocioPáramo, a national-scale PES program targeting Ecuadorian Andean grasslands (páramos), has the potential to contribute to local livelihoods (financial, natural, social, human, and physical capital) and sustainable resource management. Low conservation opportunity costs associated with pre-existing constraints on land use and the existence of alternative livelihood options appeared to facilitate largely positive financial capital outcomes, although we found reduced financial capital among some smaller and medium-sized landholders who were required to eliminate burning and grazing. We found the greatest potential for improved social, financial, and natural capital among well-organized community participants enrolling collective land, while greater attention to building capacity of individual smaller landholders could improve outcomes for those participants. These results help fill a gap in knowledge by drawing on empirical data to demonstrate how divergent outcomes have begun to emerge among different groups of SocioPáramo participants, providing lessons for PES program design. & 2014 Elsevier B.V. An ecosystem services framework to support both practical conservation and economic development.
The core idea of the Millennium Ecosystem Assessment is that the human condition is tightly linked to environmental condition. This assertion suggests that conservation and development projects should be able to achieve both ecological and social progress without detracting from their primary objectives. Whereas "win-win" projects that achieve both conservation and economic gains are a commenda...
متن کاملProtecting Ecosystems and Alleviating Poverty with Parks and Reserves: ‘Win-Win’ or Tradeoffs?
National parks and reserves are globally popular approaches to protecting biodiversity and the supply of ecosystem services. Because these protected areas limit agricultural development and exploitation of natural resources, they are frequently opposed in developing nations where reducing poverty is an important social objective. Conservation advocates argue that protected areas can alleviate p...
متن کاملIt ’ S Complicated : Direct Vs . Incentive - Based Land Conservation in Mexico
Protected areas (PAs) and payments for ecosystem services (PES) are key global land conservation policies, yet there are few empirical comparisons of their impacts. We study how PAs and PES affected forest conservation, poverty reduction and population change at the locality level in Mexico in the past decade. We find that both generated an approximately 20% reduction in expected forest cover l...
متن کاملGlobal mapping of ecosystem services and conservation priorities.
Global efforts to conserve biodiversity have the potential to deliver economic benefits to people (i.e., "ecosystem services"). However, regions for which conservation benefits both biodiversity and ecosystem services cannot be identified unless ecosystem services can be quantified and valued and their areas of production mapped. Here we review the theory, data, and analyses needed to produce s...
متن کاملHabitat Fragmentation Intensifies Trade-Offs between Biodiversity and Ecosystem Services in a Heathland Ecosystem in Southern England
While habitat fragmentation represents a major threat to global biodiversity, its impacts on provision of ecosystem services are largely unknown. We analysed biodiversity value and provision of multiple ecosystem services in 110 fragments of lowland heathland ecosystems in southern England, in which vegetation dynamics have been monitored for over 30 years. Decreasing fragment size was found to...
